Certification of conformity to the requirements of Technical Regulation of the Customs Union

Certificate of conformity to the requirements of Technical Regulation of the Customs Union (also known as Cerificate of Technical Regulation of the Customs Union, Certificate of techregulation of the Customs Union, Certificate of the Customs Union, Certificate TR CU) is a document that proves that the product conforms to the requirements of the corresponding Technical Regulation of the Customs Union and applicable for products flow in the market of Belarus, Kazakhstan and Russia.

The certification procedure of confirmation of conformity of products to the requirements of TR CU can be performed only by the certification bodies that have received the corresponding certificate in the Federal accreditation service (Rosaccreditation) and are entered in the national part of the Unified register of certification bodies.

On 18.11.2010 the representatives of 3 countries signed the Agreement “On the unified principles and rules of technical regulation in Belarus, Kazakhstan and Russia”. According to this Agreement the unified mandatory requirements to the products are introduced in the territory of the Customs Union. These requirements are given in the form of Technical regulations of the Customs Union of the products that is included into the “Unified list of products to which the mandatory requirements within the frames of the Customs Union are set forth” (the list is confirmed by the Order of the Committee of the Customs Union 526 dated 28.01.2011).

From the date of entry into force of the technical regulations of the Customs Union, the relevant national mandatory product requirements established by the legislation of each of each of the three countries are not applied, I.e. the Technical regulations of the Customs Union replace the national Technical regulations effective in the Russian Federation.

Products for which the technical regulations are adopted by the Customs Union, are put into circulation in the customs territory of the Customs Union, provided that they have passed the necessary assessment procedures (confirmation) of conformity, established by technical regulations of the Customs Union.

Products for which the compliance with the technical regulations of the Customs Union is proved, are marked with the Sign of circulation on the market of the Customs Union (CU Commission Decision of 15 July 2011 № 711 "On the unified sign of products on the market of members of the Customs Union"):

Declaration of conformity to technical regulations of the Customs Union (also known as declaration on the technical regulations of the Customs Union, the declaration on the technical regulations of the Customs Union, the Customs Union of the declaration, the declaration TR TS) is a document by which the manufacturer (authorized representative, supplier, retailer) certifies the conformity of products to the requirements of technical regulations of the Customs Union.
